近日，来自北京大学、中山大学、吉林大学、西南政法大学、华东政法大学及澳门大学等全国各地知名高等院校的7名法学博士生和3名法学硕士生陆续来横琴法院报到，开展为期6个月的社会实践活动，深度参与横琴法院审判辅助事务和司法体制配套改革研究。

Recently, seven law doctoral students and three law Master students from Peking University, Sun Yat-sen University, Jilin University, Southwest University of Politics and Law, East China University of Politics and Law and Macau University came to the Hengqin Court one after another to report for six months’ social practice activities and participate in the supplementary affairs of the trials of the Hengqin Court in depth. As well as in research on the supporting reform of the judicial system.

2017年5月22日，横琴法院已创新建立了常态化实习审判辅助人员机制，但本批次在招募方式上又进行了新的尝试。过去两年，横琴法院共接收法律实习生7批35人。从来源上来看，主要来自与横琴法院签订合作协议的本地或邻近地区院校，来源较为单一。今年以来，由于横琴法院受理案件数量大幅增加，法官人均收案再创新高，人案矛盾十分突出，导致粤港澳大湾区、横琴自贸区快速发展过程中亟需完成的课题调研和司法体制配套改革任务压力大增，院党组以问题为导向、开拓创新，决定面向全国知名高等院校接收高层次法律人才到横琴法院参加社会实践。据统计，横琴法院共接收到126名法学研究生报名，其中博士研究生12人报名，硕士研究生114人报名。经考虑实际工作需要，横琴法院择优接收了10名法律实习生，其中法学博士研究生7人、法学硕士研究生3人。

On May 22, 2017, although the Hengqin Court had innovatively established a normalized mechanism for trial auxiliary personnel in their internship, it, however, made a new attempt in the way of recruitment for this group of people. In the past two years, the Hengqin Court has accepted seven batches of legal interns numbering 35. In terms of the sources of the interns, they mainly come from local or adjacent regional colleges and universities that have signed cooperation agreements with the Hengqin Court, and the sources are relatively single. Since the beginning of this year, the number of law cases accepted by the Hengqin Court has increased by a large margin, the number of law cases accepted by the judges per capita has reached a new high, and the discrepancy between the number of cases and that of the judges has become very prominent. This has led to a great increase in the pressure on the urgent task of the survey of and research on the projects in the rapid development of the Guangdong-Hong Kong-Macau Bay Area and the Hengqin Free Trade Zone, as well as on the task of the reform of the judicial system. The Party group of the Hengqin Court, taking the problems to be solved as its orientation and blazing new trails in a pioneering spirit, has decided to recruit high-level legal talents from well-known colleges and universities throughout the country to participate in social practice in the Hengqin Court. According to statistics, the Hengqin Court has accepted the applications of 126 law graduate students, including 12 doctoral students and 114 Master students. Considering the actual needs of the court's work, the Hengqin Court has, based on the merits of the applicants, selectively accepted 10 law interns, including seven law doctoral students and three law Master students.

根据《珠海横琴新区人民法院关于建立常态化实习审判辅助人员机制的规定》，横琴法院与该10名法律实习生签订了法律实践协议，并实行规范化管理。该批法律实习生均被任命为实习法官助理，安排至审判团队工作，同时承担司法体制创新研究和课题调研任务。横琴法院还指定各审判团队的资深法官担任法律实习生的实习导师，并负责日常管理。

According to the Provisions of the People's Court of Zhuhai Hengqin New Area on the Establishment of a Normalized Judicial Assistant Personnel Mechanism for Internship, the Hengqin Court signed a legal practice agreement with the 10 legal interns to implement standardized management. The legal trainees were appointed as assistants to trainee judges and assigned to the trial teams. They also undertook the task of the research on judicial system innovation and the task of project survey and research. The Hengqin Court also appointed senior judges on the trial teams to serve as trainee mentors for legal interns and to be responsible for the day-to-day management.

目前，前期报到的7名法律实习生已经迅速投入到审判辅助事务和司法改革创新工作中来，并展现出优秀的研究能力和水平：到目前已参与撰写各类法律文书81件，参与调研课题或司法改革创新研究项目8项，包括“粤港澳大湾区建设司法保障问题研究”、“制订港澳当事人委托送达机制操作规范”、“制订涉港澳当事人诉讼风险告知指南”、“关于完善类案同判机制的调研”和“关于管辖异议司法审查实务问题研究”等，其中个别课题项目已形成初步研究成果。

At present, the seven legal interns who reported in the previous period, having rapidly thrown themselves into auxiliary judicial affairs and the judicial reform and innovation work, have demonstrated their excellent research ability and proficiency. Up to now, they have participated in drawing up 81 legal documents of different kinds, 8 research projects or judicial reform and innovation projects, including A Study of the Issues on the Judicial Guarantee for the Construction of the Guangdong-Hong Kong-Macau Bay Area, Operational Norms for the Formulation of a Mechanism for Parties in Hong Kong and Macau to Delegate the Delivery of Their Relevant Documents, Guidelines for the Formulation of the Litigation Risks Disclosure for Parties in Hong Kong and Macau, Investigations into and Research on Perfecting the Mechanism of Passing the Same Judgment for Similar Case, A Study of Practical Issues of Judicial Review of Jurisdictional Dissidence, and so on. Some individual research projects among have delivered initial results.

常态化实习审判辅助人员机制是横琴法院补充审判辅助人员、加强审判力量和引进高层次人才、拓展人才储备的创新机制，是司法理论与司法实践结合的桥梁，是创新法治人才培养机制的新尝试。横琴法院将在实践的基础上，进一步总结经验、开拓创新，继续完善常态化实习审判辅助人员机制，努力提高服务和保障粤港澳大湾区、横琴自贸区的能力和水平。

The normalized mechanism for internship trial auxiliary personnel is an innovative mechanism for the Hengqin Court to supplement trial auxiliary personnel, strengthen the trial power, introduce high-level talents and expand the talent reserve. It is a bridge between judicial theory and judicial practice, and a new attempt to innovate the training mechanism of legal personnel. On the basis of practice, the Hengqin Court will further sum up experience, blaze new trails in an innovative spirit, continue to perfect the normalized mechanism for internship trial auxiliary personnel, and strive to improve the ability and level of serving and safeguard the Guangdong-Hong Kong-Macao Bay Area  and the Hengqin Free Trade Zone.
